Norman was arrested in the Jackson, Mississippi area in August 2020, nearly 4.5 years after 21-year-old Andre Montgomery was found shot to death.</p> <p>Montgomery, an aspiring rapper, was recording a new track in the studio when he got a phone call from someone asking him to come outside.
