She was the first to create her own agenda and make trips on behalf of the vice president. </p> <p class="mol-para-with-font">By 1978, Second Ladies, and now Second Gentlemen, were awarded a budget and an office in the Eisenhower Executive Office Building. </p> <p class="mol-para-with-font">Before, they often played the hostess and supporting spouse.    </p> <p class="mol-para-with-font">Emhoff said his role is not to upstage his wife, but to be there for her.
