quot;Thenbsp;worldnbsp;must react,quot; he said onnbsp;social media, adding thatnbsp;Russianbsp;had carried out quot;an internal explosion of the structuresquot; of the plant at 2:50 am local time (2350 GMT).
Annbsp;attacknbsp;on a major Russian-heldnbsp;damnbsp;in southernnbsp;Ukrainenbsp;earlier Tuesday unleashed a torrent ofnbsp;waternbsp;that flooded a small city, and two dozen villages and sent hundreds fleeing.
